The purpose of this job is…..

The Senior Pricing Analyst – Government Services is responsible for leading the pricing activities of government bids, supporting the growth of Bupa’s Government Services portfolio across Defence/ Commonwealth and State Governments. Reporting to the General Manager, Growth – Government Services, the role partners closely with the Bid Manager, bid subject matter experts and cross-functional teams, while owning the development of pricing strategies, cost models and financial analyses for government tenders, contracts and health service programs. 

The role ensures bids are commercially robust, competitively positioned and aligned to organisational profitability, risk and growth objectives, while supporting successful contract acquisition and delivery as well as continuously improving pricing capability across the Growth function.

Responsibilities include:

  • Develop compliant and competitive pricing models through building of detailed costings aligned to tender requirements, pricing schedules, and government contract structures. 
  • Analyse cost drivers and commercial risk, including the assessment of labour, overheads, margins, escalation, and risk allowances to ensure sustainable and defensible pricing. 
  • Collaborate across functions by working closely with bid managers, finance, operations, and SMEs to validate assumptions and ensure pricing reflects the proposed solution. 
  • Provide pricing analysis, recommendations and commercial insight to support decision making, with final pricing approval remaining with the appropriate delegated authorities. 
  • Ensure governance and audit readiness through the maintenance of clear documentation of assumptions, approvals, and pricing methodologies to meet internal controls and government probity standards. 
  • Support commercial strategy and negotiations by providing scenario modelling, sensitivity analysis, benchmarking, and post-submission clarifications to strengthen win probability.

What you’ll need to make it possible

  • Tertiary qualification in Business, Commerce, Finance or a related field 
  • Proven extensive experience demonstrating success in bid pricing, including measurable win rates 
  • Demonstrated experience in Defence, Commonwealth and/or State Government tendering, ideally across health, ICT and/or government services 
  • Strong understanding of government procurement processes, compliance, risk and governance requirements 
  • Proven ability to work within cross-functional teams in developing competitive responses to complex bid requirements within tight timeframes
