The purpose of this job

We’re looking for a driven and experienced Product Owner to lead our Major Programs squad – a high-performing team responsible for delivering some of the most critical initiatives in Bupa’s Health Insurance business. This is a unique opportunity to step into a key role that sits at the intersection of product, delivery, compliance, and regulatory change. From benefit indexation, rate review and tax programs, to major industry-wide compliance initiatives, you’ll play a vital role in ensuring these complex programs are delivered with precision, quality, and clear customer outcomes.

You will work alongside a cross-functional squad including business analysts, developers, policy experts, configuration specialists, go-to-market and communication leads, digital, testers and frontline stakeholders – coordinating delivery across business and technology teams. You'll own the backlog, facilitate prioritisation, and drive iterative improvements using well-established program playbooks. This role is not just about delivery – it’s about owning the outcome and ensuring that what gets delivered is right for our customers, compliant with legislation, and valuable for the business. You’ll also lead continuous improvement by identifying process gaps and lifting delivery maturity with each program cycle.

This full-time, permanent role can be based in Melbourne, Sydney or Brisbane. 

What you'll be responsible for

As the Product Owner for the Major Programs squad, you’ll play a pivotal role in translating complex regulatory and business requirements into clear, deliverable work for the team. Your focus will be on driving delivery across multiple high-impact initiatives while ensuring that outcomes meet strict deadlines, compliance obligations, and customer needs. If you're a confident decision-maker with strong PO practice, cross-functional coordination experience, and the ability to balance tech and business thinking — this is your opportunity to make a real impact.

Your key responsibilities include:

• Lead the definition, prioritisation and maintenance of the squad backlog, ensuring alignment to business goals, compliance deadlines, and customer outcomes.
• Work closely with cross-functional stakeholders – including product managers, analysts, legal, pricing, risk, and technical teams – to understand scope, gain approvals, and coordinate delivery.
• Decompose complex business and regulatory requirements into clear epics, features, and user stories, with well-defined acceptance criteria.
• Drive continuous improvement by leveraging squad playbooks, analysing previous cycles (e.g., rate review, benefit indexation), and refining delivery processes.
• Ensure effective communication, alignment and transparency with stakeholders across the organisation, owning the narrative around program progress and impact.
• Be accountable for end-to-end program outcomes, ensuring deliverables are compliant, timely, and clearly understood in terms of their value to customers and the business.

What you’ll need to make it possible

This role is perfect for a seasoned Product Owner who thrives in complex, regulated environments where delivery is high-stakes and cross-functional coordination is key. You’re someone who can confidently step into a visible, outcome-driven role, owning the backlog, guiding a mature squad, and collaborating across technical and business teams. While health insurance experience is a bonus, your strength as a Product Owner and experience operating in a regulatory or compliance-heavy industry is what will set you up for success.

Key skills and experience required:

• Proven experience as a Product Owner in a complex, fast-paced environment.
• Strong knowledge of Agile practices with experience leading squads and delivering incremental value through sprints and program increments.
• Background working on regulatory, compliance, or government-mandated programs with fixed, non-negotiable deadlines.
• Demonstrated ability to balance business and technical language, translating requirements into actionable backlog items.
• Confident facilitation and decision-making skills, with the ability to formulate recommendations, unblock delivery, and escalate effectively when needed.
• Strong stakeholder management, with the ability to communicate clearly at all levels and drive alignment across diverse teams.
• A customer-first mindset, always focused on the end value of what’s being delivered and why it matters to the people Bupa serves.
